What does a county commissioner do?

The Commissioners Court is composed of four Commissioners with the County Judge as the leading officer, as stated in the Texas Constitution, Article 5, Section 18 b.: “The County Commissioners so chosen, with the County Judge as the presiding officer, shall compose the County Commissioners Court.” The five work together to make decisions, so there is no absolute power. A few of the Commissioners Court’s responsibilities related to finances include passing a county budget, setting the yearly property tax rate, determining the employment level of the county, creating salaries for appointed and elected officials, and providing bonds for construction. Other duties associated with the county government cover certifying elections, appointing non-elected leaders of departments, setting the boundaries of Commissioners and Justice of the Peace, and holding elections necessary to carry out their responsibilities. The Commissioners Court is also responsible for building and maintaining roads and bridges in their county, approving plans for wastewater treatments in rural regions, supplying rural ambulances and fire safety, and managing the county courthouse, libraries, county hospitals, and parks.
